EOTSS Transition

We are writing to update you on the progress since the passage of the Baker Administration’s Article 87 transfer of IT professionals and NAGE members from the Secretariats to EOTSS. 

As you may know, NAGE fought to amend the Article 87 legislation filed by the Baker administration to include language that would preserve all members rights, including the prevention of layoffs.  We were successful in instituting these protections to preserve member rights, and will continue to advocate through this process to protect our members. 

NAGE representatives have been meeting with EOTSS and attending most Town Halls with members to follow the progress and ensure members rights are protected in this transition.  Additionally, NAGE made a request for information to The Executive Office of Technology Service and Security (EOTSS) requesting the questions be answered from our members.  The following is a partial response to the NAGE information request from EOTSS providing answers to several important questions raised by NAGE and NAGE members. 
 
Q.) What is the time table for HHS to transfer to Executive Office of Technology Service and Security (EOTSS)
A.) The overall timeframe to implement the IT transformation is 2 years.  The Administration and Finance Desktop Team and user support employees have already transitioned to EOTSS, as well as Executive Office of Education and Executive Office of Labor and Workforce Development.  As the largest and perhaps most complex Executive Office, HHS is projected to transition into EOTSS toward the latter end of this 2 year time frame—likely in the first half of 2019. This will affect HHS employees who deliver “core services” (e.g. infrastructure, desktop, network, security, etc.).  Leading up to any transition, we expect to engage HHS leadership and staff in a series of discussions to identify which staff will be unified into the center and on what terms and to formulate a migration path for services and staff. These are similar to the types of discussions we have had with transitioning staff from ANF, LWD, and EOE into EOTSS.
 
Q.) Will my job be reposted?
A.) No, staff transferring over to EOTSS will transfer over without the need to apply for their job.
 
Q.) Will my job be eliminated or will I be demoted?
A.) No, the legislation enabling this unification of staff and services provides that employees will be transferred over without a reduction of compensation, salary or grade.  Jobs may change given the dynamic nature of technology and the need to maintain the skills to keep up with these changes.
 
Q.) How will we adapt to the new skills needed?
A.) Training.  We recognize training is necessary to develop new knowledge and skills for a modern IT workforce.  EOTSS intends to provide staff the tools though which to succeed.  For example, EOTSS is working at present to design a training program for staff who will be working in the Cloud.  Currently EOTSS staff are participating in Cloud training.  Based on the feedback from this initial cohort, we are building a program and rolling it out to staff in other Secretariats so they can benefit from this training in their current roles.  The plan is to provide these opportunities with the identified courses in the very near future. In addition to the licenses EOTSS purchased NAGE has partnered to purchase an additional 100 licenses to meet this training objective.  The important part will be the commitment of the individual employees to participate in the training as directed.   

Similarly, the training offered via Lynda.com platform is of significant value.  In this regard we are identifying the most relevant courses from the over 6,000 in the library to design a curriculum.  If you don’t currently have a Lynda.com license, please email HRDTraining@state.ma.us to obtain one.  

EOTSS will be communicating all of the training opportunities to staff in an effort to raise awareness.  It is hoped that staff will take full advantage of these offerings.
 
Q.) Where will staff sit? 
A.) We are currently awaiting more information on this.  As of right now, only individuals with help desk duties have been assigned geographical transfer.  We will update you on any additional information we obtain from EOTSS regarding location transfers.
