Newly Ratified Compensation Agreement for DC Units 1 and 2

On Thursday, January 18, 2018, in the District of Columbia , members of Compensation Units 1 & 2, which include members of NAGE,, along with union members of the American Federation of Government Employees (AFGE), American Federation of State, County and Municipal Employees (AFSCME), Fraternal Order of Police (FOP), National Union of Hospital and Health Care Employees (NUHHCE), Service Employees International Union (SEIU), and the International Brotherhood of Teamsters, came out in record numbers to ratify the 2018-2021, Collective Bargaining Agreement (CBA) for Compensation Units 1 & 2. 

The members of each union, respectively, overwhelming voted YES to ratify the agreement. With approximately fifty percent (50%) of the bargaining unit participating in the vote, the final tally was 4131 yes votes41 no votes and 14 voided votes

The Compensation agreement between the Unions and District of Columbia Government was last negotiated in 2012. During negotiations for the new agreement, Lee Blackmon, NAGE Federal/Municipal Director in partnership with AFGE District 14 National Vice President, Eric Bunn of and AFSCME Council 20 Executive Director, Andrew  Washington, successfully negotiated a 11.5 % pay increase, retroactive to October 1, 2017, replenish 500,000.00 for home purchase program and doubled the metro pass funding. Most notable was the bargaining team’s ability to restore the Administrative closing article, which entitled members to an hour-for-hour pay during administrative closings.

When speaking with Lee Blackmon, she stated, “I am very excited about the results of the election. I am even more astonished and moved by the number of members that showed up to vote. Typical voter turnout for ratification vote is anywhere from 10-12 %. When the doors opened at 7:00 am, we had members standing in line waiting to cast their vote, what a true act of solidarity!” 

The ratified CBA received a 99 percent approval rating from those members who participated. The agreement, although ratified earlier this month, will be retroactive to October 1, 2017 and will remain in effect until September 30, 2021.
