NAGE Federal/ Municipal Mid-Atlantic Regional Conference

NAGE/IBPO Federal/Municipal Division held its annual Mid-Atlantic Reginal Conference on February 6 – 8, 2018.

The event, held at the Metropolitan Police Academy in Washington, D.C, gave local officials from the Mid-Atlantic Region the opportunity to engage with their fellow local officials and NAGE staff. The training was attended by local union representatives from multiple federal and municipal agencies including: The Department of Veterans Affairs, Defense Logistics Agency, Federal Mediation Conciliation Services (FMCS), DC Army National Guard, Anne Arundel County Police Department, DC Office of Unified Communications, DC Water, Metropolitan Police Department (MPD), DC Homeland Security and Emergency Management Agency, and DC Department of Forensic Sciences.

The conference kicked off with opening remarks from James Farley, NAGE National Executive Vice President, Peter Newsham, Chief of Police of the Metropolitan Police Department and Rashad Young, City Administrator, District of Columbia. During the three day, conference participants received training on the importance of the labor movement and how to sustain and maintain and healthy, viable local. Participants also received training on Basic Representation, Weingarten Rights, Information Requests and the Duty of Fair Representation, Unfair Labor Practice, mediation vs. arbitration and EEOC. “I was able to get a lot of information from the training on how to handle grievances if they ever arise and if I am uncertain about it I can definitely get advice from the Director, Lee Blackmon and the NAGE Representative Timothy Traylor,” stated Skakima Wright, Local Representative, FMCS.

The list of guest speakers included; Clarene Martin, Executive Director, DC Public Employee Relations Board (PERB), John Higgins, Acting General Counsel, National Labor Relations Board (NLRB), Larry Passwaters, Mediator, Federal Mediation and Conciliation Services, (FMCS), Kurt Rumsfeld, Assistant General Counsel, Federal Labor Relations Authority (FLRA), John Jones, ADR Specialist, Equal Employment Opportunity Commission (EEOC), Terry Cavanaugh, Executive Director, SEIU State Council, and Matthew Whitten, President, United Benefits. The speakers discussed their agencies intricate roll with the labor and management relationship.

The training ended with a mock grievance hearing in which participants were required to argue their case before Deputy General Counsel, Sarah Suszczyk and Federal Division, Lead Counsel, Robert Shore. “In the mock disciplinary proposals, I was able to learn from NAGE Presidents and Stewards that between them had 50 years or more of experience. It gave me a chance to learn from some of the very best in the business,” stated Edward Glodek, steward from Perry Point VA Medical Center (R3-19). “The NAGE conference really recharged my batteries and gave me the tools and a renewed drive to continue the good fight,” he stated.
